Subject

The Ahold Formulation Policy Cosmetics is applicable to cosmetics and medical devices. It lays down which ingredient shall not be used in a formulation, due to concerns relating to skin tolerance, environmental and/or ethical issues.

 

Fragrances 香味

Fragrances shall be in compliance with the Standards of the IFRA Code of Practice.

Fragrances shall be free from nitro-musk, polycyclic musk, acetaldehyde, phthalates, Butylphenyl Methylpropional and Myroxylon pereirae.

Fragrance allergens, as defined in the applicable EU Regulation (EC) 1223/2009, shall not exceed the non- declaration limit in formulations for sensitive skin (including products for babies, children and mothers).

Fragrances that are labeled H400, H410 and or H411 can only be used when no alternatives are available.

 

Preservatives防腐剂

Formulation shall not contain the following groups of preservatives:

Parabens (all esters)

Halogenated compounds

Formaldehyde and formaldehyde releasing substances

Methylchloroisothiazolinone and/or Methylisothiazolinone

Phenylphenol

Phenoxyethanol for baby products

Polyhexamethyleen Biguanide

Ethyl Lauroyl Arginate HCl

Iodopropynyl Butylcarbamate

Chloroacetamide

 

 

Functional bactericides

Formulations shall not contain Triclosan or Triclocarban. NB: a primary bactericidal claim makes a product a biocide.

 

UV-filters

Formulations shall not contain the following UV-filters:

 

4-Methylbenzylidene Camphor

PABA

all Benzophenones

 

Titanium Dioxide (nano) shall not be used in a formulation with a SPF 20 or lower and or in a sprayable formulation.

 

Antioxidants/ Chelating agents

Formulation shall not contain the following antioxidants/ Chelating Agents:

BHT

BHA

EDTA & Derivates

 

If EDTA is needed, substitute with a “Green Chemistry” alternative ingredient, such as Tetrasodium Glutamate Diacetate.

 

Microbeads

Definition: A microbead consists of plastic (a synthetic material of petrochemical origin), is a solid particle, is smaller than 5 mm, is insoluble in water and not degradable.

 

 

Plastics: PE, PP, PVC, PS, PUR, PET, PA (Nylon), ABS, PC, PMMA (Perspex) and PTFE (Teflon).

Plastic microbeads shall not be used as skin scrubbing agents, or in any other application.

 

Sensitive / baby/ children’s Products

These products shall be developed with the aim to limit adverse reactions (irritation and allergy) as much as reasonably achievable. In any case the following rules apply:

Fragrance (or essential oils) should be avoided and if used, the fragrance allergens as defined in applicable EU Regulations shall be avoided and not exceed the non-declaration limit at all times.

Alcohol shall not be used

Phenoxyethanol shall not be used

No propellant (e.g. Butane, Propane, Ethane, Isopentane, Pentane) shall be used for baby and children cosmetics.

Titanium Dioxide nano shall not be used

 

 

 

Miscellaneous

Raw materials from dead animal origin shall not be used. Raw materials that are produced by animals are allowed, such as: lanolin derivatives, beeswax, milk, honey.

Mineral Oil shall be free from polycyclic aromatic hydrocarbons. Only Pharmacopeia purity grade shall be used.

Ethanol denaturated with Diethyl Phthalate shall not be used (as in Alcohol denat.).

PFAS (per- and polyfluoroalkyl substances) shall not be used

Nano materials are only allowed if a positive opinion is available from the Scientific Committee on Consumer Safety (EU SCCS).

If more than 5% cocoa butter (Theobroma Cacao Seed Butter) is used in a product, than this ingredient shall be UTZ certified.

If Sodium Laureth Sulfate is used, than this ingredient shall be RSPO Mass Balance certified. Consequently the manufacturing site shall be certified according to RSPO Mass Balance Supply Chain.

Cyclopentasiloxane (D5), shall not be used in rinse-off, aerosols and suncare products.

Ingredients that may contain secondary amines (such as cocamide DEA) and/or may induce the formation of nitrosamines shall not be used.

The supplier shall make sure that mica is sourced sustainably (e.g. without the use of child labour)
